bring up the cheat menu and type,npc spawn goldm1 or goldf1 or redm1 or redf1 and people will transport in that area they will not follow you

You can spawn poeple in the game but they wont help you fight they will jest stand.put in spc spawn tuvok,7 0f 9,chil telsea or foster and many others and some times aliens that are in the game.
