CachePower 2000 is a Windows Cache and CD-Drive speed Optimizer coming with predifined cache settings for most of all possible needs. Parts of CachePower 2000 are also integrated to WinRAM-Booster Pro 2000, but CachePower itself comes with a lot more features.
What is the Windows Cache? The Windows cache is a technology to create 'virtual memory'. Beside from your installed physical RAM, Windows can speed up your machine by creating 'virtual memory' on one of your harddrives. This virtual memory will exist in one file on your harddrive - this file is mostly known as 'win386.swp'. The settings for this disc cache can be changed in the System-Settings of Windows, but Windows itself does not give you any hint for the best setting.
