All Herc's and Weapons

Always make a backup copy before making any changes. Go into either the Cybrid or Human campaign file. Open it with any text editor and where it says usePlanetInv true change true with bool. Also find techLevel 3 and replace 3 with 10. Save exit and begin a new campaign with the side you changed.
