This feature will become available when you have beaten the game with any character.
Modo trampa:

At the ‘Title’ screen press Up(2), Down(2), Left, Right, Left, Right, B, A. If you have entered the code correctly the message ‘Excellent! All Items Unlocked’ will appear on screen and ALL the items in the ‘Cool Stuff’ menu, the Japanese ROM, and ALL stages will be unlocked.
