Get the Digital Card 7 and save the game. At the Character Selection screen highlight Kamen Rider No. 1 hold Right X and press Triangle. Get the Digital Cards 7 and 74 and save the game again. At the Character Selection screen highlight Kamen Rider No. 2 hold Right X and press Triangle.
