Rockstar Games has published new mod guidelines that set firm limits on what fans can build. The rules apply to every Rockstar game, not just the upcoming Grand Theft Auto VI. That also includes long-running modding favorites like Grand Theft Auto V and Red Dead Redemption 2.


Four Rules for Rockstar Modders

Rockstar posted the document on September 10, and players spotted it over the following days. It groups the rules under four headings, opening with a blunt instruction: “Respect Our Games.” Here is what each section covers:

  • Respect Our Games: Mods cannot expand or alter official storylines, missions, or characters. They also cannot combine maps, characters, or assets from different Rockstar games.
  • Do Not Infringe Rockstar Games or Third-Party IP: Creators need permission to use outside brands, music, or characters. Similarly, the likenesses and voices of real people are off limits without approval.
  • Do Not Harm the Creator Community: Rockstar bans harassment, pornographic mods, and content that endorses violent extremism. Beyond that, it rules out roleplay depicting real-world armed organizations.
  • Do Not Engage in Unauthorized or Abusive Monetization: Paid mods must go through Rockstar’s official Creator Platform. Everywhere else, modding has to stay strictly non-commercial.

Beyond the four headings, one more line targets unofficial ports. Rockstar now forbids modifying its games to run on consoles or devices where it never released them. That clause lands right after a fan effort to get Grand Theft Auto V running on the original Nintendo Switch.


Why Modders Are Worried

The cross-game ban stings most, because crossover projects are a staple of Rockstar modding. Rockstar already pulled the Liberty City Preservation Project in early 2025. That mod rebuilt Grand Theft Auto IV’s map inside Grand Theft Auto V.

Now, that kind of takedown has a written policy behind it. TheGamer argues the rules would have blocked many fan-favorite creations from ever existing. Furthermore, Rockstar has not said whether original stories built inside its engines count as expanding its continuity.


The Case for the Rules

Not every clause reads as a crackdown. As PC Gamer points out, the guidelines appear to target FiveM and RedM, the roleplay platforms Rockstar acquired in 2023. In addition, blocking unlicensed third-party IP can shield small creators from copyright claims by other rights holders.

Standard single-player mods also look safe. Visual overhauls, custom vehicles, and quality-of-life tweaks appear to sit outside every restricted category. Finally, Rockstar reserves the right to remove any mod at any time, a power it has always held in practice.

For Grand Theft Auto VI specifically, none of this applies until a PC version exists. Rockstar has announced only PS5 and Xbox Series X|S versions for its November 19 launch.
