Either choose load city or start a new one. Then in the game go to the City Info. On the Budget Screen hold R1 and then press X Circle Triangle Square Square then release R1. Next hold L1 then press X Circle Triangle Square than release L1. Now hold R2 then press X Circle Triangle Square then release R2. Finally hold L2 then press X Square Triangle Circle then release L2.
