Attain 100% of the indicated interest in your town to unlock the corresponding Sim. When you have attained the required interest you will receive a message stating that a special guest will be waiting for you in the hotel. When you go to the hotel the next day that person will be there.

Attain 100% Fun interest.
Unlock Chancellor Ikara:

Attain 100% Tasty interest.
Unlock Hopper:

Attain 100% Cute interest.
Unlock Mel:

Attain 100% Spooky interest.

The following procedure involves editing a game file so it advised that you create a backup before proceeding. During gameplay get a Happy essence or Apple and save the game. Then use a text editor to edit the 'playerRecord.xml' file in the 'My DocumentsElectronic ArtsMysimsSaveData' directory so the lines read as shown below.
