At the Car Select screen hold L1 L2 R1 R2 Select Down Triangle.
Extra Camera Views
Pause gameplay and press Right5x Left5x.
Change the Time of Day
At the Course Selection screen hold any of the following buttons when you make your selection:
Hold L1 L2 to race in bright day light.

Hold R1 R2 to race at night.

Hold L1 L2 R1 R2 torace at twilight.
